Electronic Titling Passes Wyoming Senate

Senate File (SF) 25 – Electronic Lien and Titling system legislation cleared a major hurdle today passing third reading in the Senate. The bill will now head to the House.
The bill passed third reading with 28 ayes, one nay and two excused.
Thanks to the efforts of Senators Nethercott, Brennan, Boner, and Pappas, a second reading amendment prohibiting businesses from passing any of the transaction fees was removed on third reading.
A second reading amendment requested by members of the electronic titling working group, including credit unions, added language requiring the Department of Transportation to report to the Joint Transportation Committee after the request for proposals and vendors are selected and a fee schedule is established.
The House is moving, as usual, at a slower pace than the Senate. February 3 is the last day for House bills to be introduced. It is likely that SF 25 will be introduced and referred to the House Transportation committee after that date.
