Arizona Budget Final Negotiations
Posted by Brooke Parent on June 18, 2025

Every legislative session in Arizona centers around one main question: what will happen with the budget? This year was no different. It seemed the legislature spent more time discussing the start of negotiations than actually reaching an agreement. Arizona’s fiscal year ends on June 30th, so the pressure is on to get a budget signed within the next week.
Last week, the House of Representatives introduced a Republican-led budget without any input from the Senate or the Governor’s office. Meanwhile, the Senate had been meeting with Governor Hobbs’s staff to craft a budget that would avoid a veto once it reached her desk.
On Tuesday, June 17th, the Senate introduced its bipartisan budget and passed all budget bills through the Senate Appropriations Committee.
The Senate is slated to vote on the budget bills on Wednesday, June 18th, or Thursday, June 19th, and then send them to the House, where negotiations will continue. The earliest time the House is expected to vote on these bills, with amendments, will likely be Friday or Saturday.
The pressure is mounting as the end of the fiscal year approaches, especially with members of the House and Senate preparing to leave for Italy to attend Representative Gress’ wedding.
