Celebrating Our 2025 Top of the Hill Award Winners

What an incredible night at the 2025 MAXX Awards Gala as we celebrated credit unions leading the way in advocacy across the GoWest region! The Top of the Hill award is presented to two credit unions in each state. The award celebrates credit unions that demonstrate exceptional growth and leadership in advocacy, grassroots engagement, and public policy influence to protect and advance the credit union movement.
“When credit unions show up unified and focused on their members—whether at the State Capitol or on Capitol Hill—lawmakers listen,” said Jennifer Wagner, GoWest’s EVP and Chief Advocacy Officer. “Their advocacy helps shape policies, connect credit union stories to real community needs, and strengthen the environment where credit unions can thrive and deliver financial well-being to millions. A heartfelt thank you and congratulations to all the winners.”

Arizona Top of the Hill Winners
In Arizona, TruWest Credit Union and Arizona Financial Credit Union were recognized for going above and beyond—actively serving on key committees, rallying their teams during the legislative session to help defeat harmful interchange legislation, and supporting political action efforts that strengthen the entire movement.

Colorado Top of the Hill Winners
Elevations Credit Union and Northern Colorado Credit Union received the Top of the Hill Advocacy Award in Colorado for their exceptional leadership on important GoWest committees and in advancing credit union advocacy. From defeating harmful legislation to hosting legislative events, testifying on key issues, and building strong relationships with policymakers, both credit unions demonstrated the power and impact of unified advocacy in strengthening Colorado’s credit union operating environment.
Idaho’s winners, Connections Credit Union and Northwest Christian Credit Union, were honored for their strong advocacy leadership—actively participating in the State Issues Working Group and government affairs efforts, influencing policy discussions to modernize Idaho’s credit union charter, and helping educate policymakers about the vital community impact of credit unions.

Oregon Top of the Hill Winners
In Oregon, Oregon State Credit Union and InRoads Credit Union earned top honors for setting the bar in advocacy engagement. From mobilizing staff and members to champion credit union priorities, to building new and lasting relationships with policymakers, their work continues to make a big impact in their communities and across the state.

Washington Top of the Hill Winners
O Bee Credit Union and BECU were recognized for their strong advocacy and leadership in engaging policymakers to protect and advance Washington’s credit unions. Through proactive outreach, staff and member mobilization, and policy leadership, they’ve helped safeguard credit unions’ tax-exempt status, promote financial inclusion, and strengthen awareness of the credit union difference statewide.

Wyoming Top of the Hill Winners
And in Wyoming, WyHy Federal Credit Union and Grand Altitude Federal Credit Union were celebrated for their strong advocacy spirit and effort—meeting with lawmakers, leading and supporting efforts to pass important legislation, and encouraging broad staff participation in advocacy and PAC efforts.
