Wyoming Legislature’s Corporate Committee Recap

During last week’s Joint Corporations, Elections, and Political Subdivision Committee meeting, the committee agreed to consider draft legislation proposed by Scott Meier, representing the Commercial financial disclosures group, related to the Uniform Mortgage Modification Act. According to Meier, the proposed bill would codify what happens when a mortgage is modified such as extending payments, modifying terms of mortgage. The bill would ensure lenders maintain priority without harming the second and third positions. The committee agreed to review a bill over the interim. The draft bill was not provided in advance of the meeting. GoWest has requested a copy of the draft and will provide further details after review.

Meier also provided testimony on the structure and purpose of the Uniform Commercial Code Commission. The overview stemmed from concerns the commission had with Senate File 189 – Uniform commercial code – investment securities amendments brought by Senator Biteman in the 2025 session. The bill failed on third reading. The committee asked for a written review from the Commission and the bill sponsor on issues with SF 189.

The Committee spent considerable time on election issues, local government association’s lobbying, electricity issues and public records and open meetings laws. There will be approximately ten election bills, a review past bills pertaining to association lobbying, and two public records bill.

The Committee meets again on August 14 and 15 in Casper.
