Opposition Mounts to Misguided Arizona Interchange Bill
March 4, 2025

Arizona lawmakers are getting an earful about the potential harmful effects of HB 2629, and rightfully so! It would be harmful to consumers, pose a public safety risk, and threaten fraud protection and the security of the payments system.
The bill could be heard by the House Committee of the Whole as soon as Wednesday of this week.
Everyone is weighing in, from credit union advocates to small business owners.
More than 700 GoWest Credit Union Advocates responded to our call to action, sending messages to House members. There is still time to add your voice. In addition, small business owners are setting the record straight in Op-eds
Molly Ashton owns popular Crumbl Cookies franchises in Queen Creek and Mesa. She points out exactly how carving the tax portion out of a card purchase would create a mess, potentially requiring two different transactions – one for the tax and one for the transaction amount.
“Do we really want Arizona to be next in line for that kind of chaos?” she asks. “I’m biased, but I’d say don’t let the cookie crumble in our state.”

Eric Luoma, who owns Cactus Flower Florists in Scottsdale, Chandler, and Carefree, doesn’t like the smell of HB 2629 either. He points out credit and debit cards are quick, secure, and simple for his customers and his stores.
“Now, a handful of big-box mega-retailers are asking state lawmakers to turn Arizona’s trusted system of electronic payments upside down,” he writes in the Scottsdale Independent. “The move threatens to create an additional costly burden for small businesses like mine.”
