Crypto Kiosk Bill Amended in Senate

Top priority legislation for Wyoming’s credit unions has one more reading in the Senate before moving back to the House for a vote of concurrence. House Bill 75 – Virtual currency kiosks was heard in the Senate Minerals Committee on Wednesday. During the committee’s deliberations Senator Tara Nethercott, Cheyenne brought an amendment to change the effective date of the bill from July 1, 2026, to effective immediately once the bill is through the legislative process and signed by the Governor.

During the committee of the whole discussion on the Senate floor, there was one concern raised given the amendment will result in crypto kiosk companies that have not already voluntarily obtained a money transmitter license immediately being in violation and subject to the felony provisions. Senate Nethercott explained the committee’s position that given some companies are working above board, that the committee felt protecting Wyoming citizens from fraud was a higher priority.

The bill is scheduled for third and final reading in the Senate Monday morning and is currently on the consent list, unless it is pulled off there will be no debate and it will be voted on. Since the bill was changed in the Senate differently than the House version, the bill will go back to the House for a vote of concurrence. If the House fails to concur then a conference committee will be appointed to negotiate the differences.
