Crypto Kiosk Legislation Filed

The number one priority for Wyoming’s credit unions during the 2026 session is to help advance legislation to provide some regulatory oversight of crypto kiosks popping up across the state and increasingly being used to defraud residents out of their money.

House Bill 75 – Virtual currency kiosk, aims to require oversight of virtual currency kiosk companies will be considered 2026 legislative session. Sponsors include Representatives Clouston (Campbell), Landon Brown (Laramie), Byron (Lincoln, Teton), Connolly (Johnson), Erickson (Lincoln), Harshman (Natrona), Singh (Laramie), Washut (Natrona), Wasserburger (Laramie) and Senators Barlow (Campbell), Jones (Sweetwater) and Rothfuss (Albany).

The bill requires kiosk operators to obtain a money transmitter license (this would apply to federally chartered credit unions as well) state-chartered financial institutions are exempt from this requirement. It also authorizes the Wyoming Banking Commissioner to promulgate rules for additional regulatory oversight and includes penalties for failure to comply.

Several of Wyoming’s credit union members have been victims of fraud involving crypto kiosks losing thousands of dollars as a result. An article in Cowboy State Daily provided additional coverage of the growing problem.

Wyoming requires 2/3rds majority of the members of the house for the bill to be considered and the deadline for bills to be introduced is next Friday, February 13.   It is important that credit union advocates reach out to their legislators and request support for House Bill 75 to be considered.
