Joint Appropriations to Review Final Budget Bill

The headlines in the state have been very focused on the proposed budget cuts that the Joint Appropriations Committee made during their markup of the Governor’s “The essentials: 2027-2028 Biennial budget earlier this month and the denial of the Governor’s request to put excess revenue in the Wyoming Permanent Mineral Trust Fund and Common School Permanent Fund.
The Committee will meet one final time on February 5, from 1 – 4 p.m., virtually. The hearing can be watched here. During the meeting they will review Rural Health Transformation, State funded capitol construction and General government appropriations bills.
In addressing the issue of adding funds to Wyoming’s permanent savings accounts, the Governor reminded the committee that investment income, not taxes, was the largest revenue source for the general fund. He recommended $250 million be put in permanent savings which still left $462 million in surplus for the legislature to allocate.
Credit unions will have an opportunity to learn more about Wyoming’s budget, the state’s tax structure and the property tax ballot initiative to be on the November ballot to further reduce local government funding through an additional property tax reduction during the February 19 Wyoming Credit Union Day at the Capitol event. Guest Speaker Hank Hoversland, Wyoming Taxpayers Association will provide an overview of the budget, tax structure, bills affecting taxes being considered in the legislature and the upcoming ballot initiative.
