Transportation Committee moves Electronic titling

The Joint Transportation, Highway and Military Affairs Committee met Monday and Tuesday this week in Rock Springs. The Committee discussed moving the state forward in establishing electronic vehicle titling. The Committee received a briefing from the legislative service office staff highlighting adoption of electronic titling across the United States.  The Wyoming Department of Transportation provided an overview of the workgroup with participation from organizations and entities that would be affected discussions on advancing electronic titling, mandatory adoption vs. voluntary, scope of a platform and statutory changes necessary to move forward.  The workgroup also had four demonstrations from vendors who provide electronic titling services and platforms.

Bobbie Frank, GoWest Credit Union Association presented the recommendations on behalf of the workgroup. Members of the workgroup offering testimony in support of the recommendations and moving forward included Wyoming Auto Dealers Association, Wyoming Truckers Association, Wyoming County Treasurers and Wyoming County Clerks.

The Committee voted unanimously to have the legislative service office draft legislation incorporating the workgroup’s recommendations into a draft bill for consideration at the committee’s next meeting. The next meeting is slated for September 12-13 in Laramie.

To prepare for the next meeting and provide the Committee with additional information on costs, GoWest will be reaching out to credit unions to gather data on electronic titling transaction costs in other states.
