Description

This position will be a hybrid/remote position with expectation of being onsite at our Spokane Administration building.

YOUR PURPOSE

Responsible for managing the financial risks and liquidity of the credit union. Recommend and implement Asset and Liability Management (ALM) strategies in all areas of treasury and investments. Responsible for planning, directing, maintaining, reporting and controlling a treasury management system that supports the objectives and financial position of the organization. Functions as a member of the Senior Management Team, participating in establishing and implementing major goals and deliverables of the Credit Union. As a Senior Leader, collaborates with other Senior Leaders to ensure consistency and continuity across platforms and programs in fulfilling the Mission, Vision and Strategy of the Credit Union.

YOU ARE RESPONSIBLE FOR

Treasury Management, Strategy & Execution

  • Directly and in collaboration with Key Stakeholders, provide expertise on liquidity risk, market risk, Interest Rate Risk (IRR), pricing, portfolio management, policies, and strategies which support the financial position of the credit union.
  • Responsible to manage credit union assets and liabilities to mitigate financial risks.
  • Responsible for analytical research, data gathering, calculations, modeling, forecasting, and stress testing.
  • Serve as a partner and/or advisor to the management team, evaluating and assisting them with financial modeling, forecasting, pricing strategies and balance sheet management.
  • Communicate and partner with CFO to support and drive investment and funding decisions as well as develop portfolio strategies.
  • Managing investment and liquidity funding portfolios.
  • Cash management and liquidity strategy including managing wholesale borrowings and contingent liquidity sources.
  • Oversee capital markets area and makes recommendations for appropriate hedging strategies.
  • Prepare reports for Senior Management, ALCO or other stakeholders that provide clear and accurate analyses and/or track and monitor risks, provide various stress testing for both regulatory and business use.
  • Support Budget planning, monitoring and oversight; provides input on asset and liability growth targets and needs to support budget and balance sheet management goals.
  • Monitors Department, Investment, or other policies and procedures and recommend and implements improvements.
  • Monitor and anticipate changes in the regulatory environment, economy or within the organization. Make recommendations for responding to emerging or changing trends affecting ALM, capital or liquidity funding.
  • Ensure priorities are developed and implemented in accordance with organizational priorities and Strategic Action Plan initiatives.
  • Serves as business unit point of contact and key decision maker for staff and stakeholders needs or queries, including Executive Manager, corporate counsel or other as needs arise to best manage/leverage treasury and organizational outcomes.

Key Compliance & Other Areas of Responsibility

  • Appropriate partnering with treasury related vendors.
  • Responsible to serve as point of contact as appropriate regarding all Treasury functions.
  • Ensure that treasury activities are in compliance with established legal, regulatory, and Credit Union procedures and expectations.
  • Responsible for all major service contract, activities and vendor management in areas of responsibility.
  • Develop, monitor and provide reports, data and other collateral as needed by Key Stakeholders.
  • Design and monitor overall strategies for success, progress, efficiency optimization and targeted business results.
  • Supports project and other related work needs, such as mergers.
  • Performs such other duties and accountabilities as assigned by the Chief Financial Officer

Leadership & Management

  • Is a participative, collaborative, and supportive Team Member to Senior Management colleagues.
  • Engage/participate in organization-wide strategic planning.
  • Lead and develop a dynamic Treasury team. Direct, develop, recruit and manage subordinate team members.
  • Provide leadership and carry out managerial responsibilities in accordance with the organization’s policies, priorities, processes and applicable laws.
  • Ensures business organization structure, roles and expectations established support the current and evolving needs of the department(s) and organization. Review business unit performance against targeted outcomes, job expectations and goals.
  • Coach and develop the Team for effective performance and succession/redundancy. Plans, assigns and directs work; appraises performance; rewards and disciplines employees; addresses complaints and resolves problems.

The full pay range for this position across all the states in which we hire is $149,571-$254,270. The figures shown represent the minimum and maximum of the range for this role. Individual offers are made dependent upon a candidate’s experience, education, and skill level.

Requirements

EXPERTISE YOU NEED

Bachelor’s degree in finance, statistics, decision science, or another related field. Minimum eight years of treasury or liquidity management/risk experience to include five years of management experience and successfully leading and guiding a key organizational relevant business unit at a senior level. Experience with liquidity stress testing, risk management and/or asset-liability management within complex financial organization preferred. Related work experience may substitute for education. Finance background, capital markets, investment and balance sheet management experience required.
