Job Description:

Responsible for ensuring Harborstone’s compliance with the applicable aspects of the Bank Secrecy Act, Anti-Money Laundering, USA Patriot Act and OFAC regulations while acting as the BSA Officer for the credit union. This includes the monitoring, identifying and reporting of suspicious activity relative to potential money laundering activity, financial crimes and/or terrorist financing. Manages fraud mitigation, communications and reporting across the delivery channel, product platform and partners with internal and external resources.

Establishes the framework for physical security while aligning resources to ensure appropriate oversight, monitoring and training. Conducts investigations, in addition to the documentation, communication and tracking of results. Reviews and refines governing policies and procedures as they relate to the risk management function. Maintains fidelity bond information, processes claims and contributes to the enterprise insurance adequacy review based on existing and developing needs. Participates in the vendor management process and effectively manages relationships.

Provides department leadership by participating as a management team member for the department, and by functioning as an interchangeable management lead. Assures guidance, training and development, coaching and appraising.

Education/Experience/Ce rti fication:

Bachelor’s Uegree in business administration, accounting, auditing, or related field, preferred. Accredited technical institution with supporting credentials may supplement traditional education pathway. Four years working in a financial institution with demonstrated experience in BSA and AML, two of which should be in the area of risk management or operations, preferred. Must complete Bank Secrecy Act certification program within one year of hire date.

 

o Bank Secrecy Act, Anti-Money Laundering, USA Patriot Act and OFAC regulations.
o RCW, UCC, Regulation CC, D and E, and procedures related to fraud investigation.
o ATM, debit/credit card and share draft clearing transaction systems.
o VISA debit charge-back, ATM adjustments and network operating rules.
o Share-draft clearing and return-item regulations.
o Utilize analytical skills for decision making and problem solving.
o Present a positive and professional image to members through effective and courteous verbal and written communications
