Job Description:

WECU is seeking a Compliance Manager to join our Risk Management team located in Bellingham, WA. This role is responsible for implementing, maintaining, and administering WECU’s Compliance Program. The role ensures that the credit union remain compliant with all aspects of consumer protection laws, and the rules and regulations governing the operations of the credit union. Advises management and staff of emerging compliance issues and consults and guides the credit union in the establishment of appropriate controls to mitigate potential compliance and legal risks. Acts as WECU’s Compliance Officer and oversees the operations and activities of the Compliance Department 

KEY RESPONSIBILITIES INCLUDE:

-Leads, coordinates, and monitors credit union compliance with all applicable rules and regulations
-Oversees WECU’s Compliance Management Program and prepares monthly and annual compliance update reports for the Board of Directors
-Performs ongoing research for regulatory changes, advises of emerging compliance issues and risks, and consults and guides management and staff in the establishment of appropriate controls to mitigate potential risks
-Performs appropriate research and provides answers and/or solutions to compliance and legal related questions from across the organization, in a timely manner
-Develop and implement compliance review and assessment process to ensure compliance at all levels, including accuracy of policies, procedures, disclosures, forms, marketing materials, etc.
-Develops and implements a system of internal controls and procedures for complying with rules and regulations as part of the Compliance Program
-Serves as the liaison between WECU and its attorneys and law enforcement
-Coordinates the timely return of documents formally requested by attorneys and law enforcement as part of their ongoing investigations and proceedings, as well as coordinate the security of such requests
-Represents the Compliance team on various projects and ensures compliance when new products are being added or significant changes are being made to current systems
-Oversees and administers WECU’s member and non-member Complaint Management Program
-Oversees processing of bi-monthly Washington State Department of Revenue e-withhold levy lists, working in conjunction with the Accounts Control department
-Oversees the processing of asset verification requests from the Social Security Administration
-In conjunction with the Training Department, develops and coordinates the training of all managers on their roles and responsibilities with rules and regulations, compliance and legal processes making sure that expectations are clear for each business unit
-Ensures all staff whose activities and responsibilities involve transactions covered by the Dodd-Frank Act’s “Unfair, Deceptive and Abusive Acts and Practices” (UDAAP) Section have initial and ongoing training
-As vendor relationship manager, monitors all vendor contracts and service agreements, hold vendors accountable for their actions, and perform detailed responsibilities as noted in our board-approved Vendor Management Program
-Follows policy and procedures related to Bank Secrecy Act (BSA), Anti-Money Laundering (AML), Customer Identification Program (CIP) and Customer Due Diligence (CDD) daily to ensure compliance with current regulations. Follows policy and procedures related to SARs by reporting suspicious activity to the Compliance department. Completes mandatory BSA/AML annual training via online web course
-Responsible for the accuracy and maintenance of all Compliance Department policies and procedures published on WISE
-Responsible for hiring, promoting, coaching, discharging, scheduling, and evaluating assigned credit union employees
-performs other duties as assigned by management

REQUIRED SKILLS, EXPERIENCE, AND EDUCATION:

-Bachelor’s Degree in related field or equivalent industry experience
-Four or more years of compliance or legal experience at a financial institution, preferably in a management or supervisory capacity
-CUCE Certification is preferred
