Role

Responsible to ensure that personnel functions are uniformly applied and operate within the policies and guidelines established, and comply with all state and federal regulations. Responsibilities include administration of recruiting, diversity, employee relations, compensation comparison and benefits programs. Functions supervised may include understanding and application of OCCU employee handbook, HR policies and application of them, OCCU’s HR information system, full compliance of all credit union records and reports and the payroll function. Provides counsel to executive and senior level managers on human resources issues, including providing input to the business planning process. This position may have no direct reports.

Major Duties and Responsibilities

  • Administers the company’s benefit and leave programs, including but not limited to; health benefits, FMLA, Washington PFML, and Short Term Disability. Works with executive administrative assistant to consult with and advise employees on their eligibility for these and other related benefits. Compares vendors to identify cost savings. Oversees enrollment, changes to enrollment, and arranges and conducts all open enrollment meetings. Consistently maintains a high level of work quality and accuracy in all areas at all times.
  • Provides counsel and support to executives, managers and employees on human resources issues and policies with the intent of enhancing employee relations and maximizing company productivity, as well as reducing exposure to legal liabilities. This includes corrective action write ups, performance appraisals, and supervisory concerns. Addresses employee concerns, requests, and complaints in a timely fashion. Also reviews and adjusts job descriptions. Remains both visible and accessible to all employees.
  • Responsible for the effective and efficient implementation of training functions as it relates to HR. Oversees the new employee orientation process, refresher and individual training, and volunteer training as needed, alongside the Learning & Development Specialist. Maintains employee’s personnel file and updates as needed.
  • Works with supervisors in the recruiting and selection process to identify needed critical skills/core competencies. Manages the application process, administers pre-employment assessments, conducts background checks, performs reference checks, processes employee change notices, performs exit interviews. Ensures accurate, updated personnel information is available to other departments and to organizations as required. Consistently maintains a high level of work quality and accuracy at all times.
  • Responsible for planning, development, and implementation of effective human resource strategies and policies. Assists Senior Management in developing short and long term objectives, goals, and strategies. Administers operational plans, policies, and goals which further strategic objectives. Periodically reviews and verifies all areas associated with HR for accuracy, changes, charges etc.
  • Ensures company compliance with FMLA, Washington PFML, ADA, FLSA, SAFE ACT and all other relevant federal, state and local laws. Must comply with applicable laws and regulations, including but not limited to, the Bank Secrecy Act, the Patriot Act, and the Office of Foreign Assets Control. Assures compliance with all legal requirements of HR programs and ensures reports are made as required.
  • Administers the company’s payroll and manages payroll deductions, and updates salary grades, ranges and job descriptions. Obtains signatures as needed or required. Updates, reviews and makes changes as needed. Other duties include reviewing and updating classification of job grades and job descriptions.
  • Responsible fiduciary for OCCU’s 401K plan. Tracks enrollment eligibility, and verifies all documents for accuracy and files as needed. Must have a high level of understanding of program in order to train staff and answer all questions. Comfortably and accurately discuss the benefits of all programs.
  • Responds to unemployment claims, workers compensation claims, employee garnishments, and other similar documents as received. OCCU’s lead liaison with HR attorneys.

Knowledge and Skills

Experience

  • Two or more years experience in the human resources field.

Education

  • A four-year college degree strongly preferred.

Other Skills

  • Knowledge of FMLA, Washington PFML, ADA, HIPAA, FLSA and other federal, state and local employment laws is required. Exceptional typing skills and strong familiarity with Microsoft Office and Excel also required. Familiarity with ADP, ApplicantPro, BalancedComp, or other HRIS preferred.
