Policy Committee Cutoff in WA: AI moves forward and financial education does not

Wednesday marked the first major deadline of the Washington legislative session with policy bills having to be passed by a committee to remain alive for further consideration.
With that in mind it’s perfect timing to provide the latest on two key issues from the Capitol.
Moving Forward
AI is here and state lawmakers have noticed
With the federal government unlikely to create national artificial intelligence safeguards or standards, Washington’s Legislature has more than 20 bills introduced on the topic. While most are targeted, two major comprehensive bills of interest to credit unions are moving forward.
What’s in play: SB 6284 from Sen. Marko Liias and HB 2157 from Rep. Cindy Ryu passed their respective committees ahead of yesterday’s deadline.
Given current use and potential for AI bills to be broadened to include general data processing, coupled with the multi-layered federal laws covering those applications, we worked directly with both sponsors to secure exemptions for regulated financial institutions in both bills.
Not Happening…again
Financial education – SB 5894
Unfortunately, legislation making financial education a graduation requirement did not clear the Senate Education Committee.
- Students make a good point: The bill was given a hearing yesterday and saw several current or recent high school students provide compelling testimony via their personal stories. One recent high school graduate testified: “I’ve analyzed The Crucible twice, can measure potassium chloride into a beaker pretty flawlessly, but I don’t how to file my taxes and had to ask my boss what to do with my W-2.”
Of note: while the bill is a forcing function and stake in the ground, not advancing does not end the discussion as financial education is concurrently part of the state’s Future Ready curriculum overhaul underway so may still happen regardless.
