Advocacy Win: Idaho Interchange Bill Dies in Committee

Earlier this week, the Idaho Senate Commerce and Human Resource Committee heard Senate Bill 1055, which addressed interchange fees in Idaho. This legislation, introduced by Senate Assistant Majority Leader Mark Harris for the fourth consecutive year, proposed changes to the calculation of interchange fees on electronic payment transactions.

Fortunately, Senate Bill 1055 did not advance, as it died in committee due to a lack of motion from committee members. This outcome is a significant victory for Idaho credit unions.

The bill would have imposed substantial operational and compliance burdens on credit unions, potentially affecting their ability to provide secure and efficient payment services to their members. While it is technically possible for Senator Harris to revise and reintroduce the bill, we believe this is highly unlikely, and the issue is effectively dead for this year. However, given the strong push from retailers, we anticipate that similar legislation may resurface in future legislative sessions.

We will continue to monitor the situation and advocate for the interests of Idaho’s credit unions, ensuring that any future proposals support a secure and efficient financial ecosystem.
