What to Expect in 2025 at the Arizona State Capitol

The Arizona Legislature convened on Monday, January 13th, for the first day of the 57th Legislature. Republicans released their 2025 priority reports for the House of Representatives and the Senate, while the minority also released their own priorities. The Governor delivered her State of the State address to the legislature, referring to it as “The Arizona Promise,” emphasizing key themes of security, lower cost of living, and expanded freedoms.
Governor Hobbs took a more bipartisan approach to this year’s State of the State address, touching on multiple issues that cross party lines, including border security, childcare, education funding, employment, and housing. One of the more pressing issues continues to be the cost of living and affordability of housing for Arizonans. While there appears to be broad alignment between the Legislature and the Governor on some priorities, significant work remains to be done in terms of policy details and areas where their views are clearly divided.
Over the coming weeks, expect more developments as the Governor is set to release her budget proposal on Friday, January 17th. In the meantime, legislators only have a few more days to introduce bills to address these issues and more, because on Thursday, January 16th— the 7-bill limit per member will take effect. This legislative session will be filled with robust discussions covering a vast range of topics, with already over 250 bills introduced, it seems that the legislature is ready and excited to tackle these important policy items.
