Wyoming Advocates Show Up in Force in Cheyenne for Credit Union Day at the Capitol

A snowy day in Cheyenne didn’t stop the dedicated Wyoming advocates from coming out in full force for Wyoming Credit Union Day at the Capitol to share a clear message with legislators: Wyoming credit unions are engaged, united, and ready to lead in 2026.

It was a day of insight, engagement, and connection all around as advocated gained perspective from Hank Hoversland, Executive Director of the Wyoming Taxpayers Association, before headng over to the capitol. Hoversland provided timely insights into Wyoming’s tax structure, the state budget, and key issues on the legislative docket affecting credit unions and the communities they serve.

While at the Wyoming State Capitol, advocated were recognized on the Senate floor by Senator Eric Barlow.

The day concluded with an evening reception at the Blue Federal Credit Union Community Center, where advocates shared meaningful conversations and enjoyed valuable networking together.

Honoring Excellence: 2025 Wyoming Advocate of the Year and Top of the Hill

Bill Willingham, President and CEO of WyHy Federal Credit Union, was honored with the 2025 Wyoming Advocate of the Year award in recognition of his leadership in building a strong and effective advocacy framework for credit unions in the state.

Under Willingham’s guidance, the WyHy team has been deeply engaged in advocacy efforts. He helped establish Wyoming’s Governmental Affairs Committee and State Issues Working Group, serving as the first GAC Co-Chair and laying the foundation for the state’s ongoing advocacy success.

Willingham has consistently participated in Credit Union Day at the Capitol, the National Governmental Affairs Conference, and supported CULAC fundraising, while also shaping statewide financial literacy initiatives. As he prepares to retire later this year, this honor also celebrates his decades of dedicated service to the credit union movement.

Wyoming’s Top of the Hill credit unions, WyHy Federal Credit Union and Grand Altitude Federal Credit Union were also recognized at the event. This distinction honors credit unions that advance advocacy priorities at both the state and federal levels, cultivate strong internal advocacy programs, engage their teams, and embrace the shared responsibility of protecting the credit union operating environment.

Credit Union Day at the Capitol is a powerful reminder that when credit unions show up together, speak with one voice, and lead with solutions, they help shape a legislative environment that allows Wyoming families and communities to thrive.

And yesterday in Cheyenne, they did exactly that.
