Final Days of Washington Legislative Session Will Be Action Packed

With the Washington Legislature scheduled to adjourn its 60-day session on Thursday, the final few days will see a flurry of activity as lawmakers attempt to complete their work. The most significant outstanding piece is a final operating budget that has been under negotiation, and we should see publicly in the next 24 hours. In addition to merging together two individual proposals legislative leadership and budget negotiators need to finalize one plan that has enough votes to pass.

In addition to passing a final budget, legislators also need to pass multiple other bills that are necessary to implement the budget, largely tax and revenue bills to pay for or change projected revenues. The most significant item both in dollar value and historical significance is legislation to create a new income tax on people making more than $1 million per year. The House took up the bill yesterday evening and is on its 14th straight hour of debate going through the night and they still have a long way to go as there are 80 proposed amendments that they need to work their way through. They are currently only about two-thirds of the way through amendments (as of this writing at 8am on Mar. 10) and likely have another 6+ hours to go.
