OR Special Session Convenes Friday

The Oregon Legislature will convene on Friday, August 29, for a special session to consider the Governor’s Kotek’s $5 billion transportation funding proposal. On Monday, Oregon lawmakers held a public hearing to gather input on a new transportation funding bill ahead of the special legislative session.

The bill, pushed by Governor Tina Kotek, aims to raise billions for road and bridge upkeep through several measures:

  • Increasing the state gasoline tax from 40 to 46 cents per gallon starting January, expected to raise about $90 million annually.
  • Raising vehicle title and registration fees, including higher fees for electric vehicles to offset lost gas tax revenue.
  • Doubling the payroll tax that supports public transit, which currently funds about $130 million annually.
  • Requiring electric and hybrid vehicle drivers to enroll in the OReGo mileage program.
  • Enhancing auditing requirements for the Oregon Department of Transportation (ODOT) to improve oversight amid previous cost overruns.

According to Oregon Public Broadcasting, “the bill could receive a vote in the House as early as Friday if Republicans agree to waive normal procedural rules, but there is little sign they are willing to do so. Assuming the GOP refuses to fast-track the Democratic bill, a House vote could occur on Sunday at the earliest.”
