Job Summary Overview

The position is responsible for providing reporting, strategy, leadership and expertise in the area of complex regulatory issues relating to the Credit Union. Focuses on the Credit Union’s regulatory compliance program, assisting to facilitate regulator and government relations, and various other general legal support duties as proscribed by the General Counsel & Chief Compliance Officer. At times, work may involve negotiating contracts and agreements with third-parties, legal research and writing, regulatory interpretation and application, and critical thinking when advising on various legal matters. Resources to perform this job require an understanding of corporate law, policies, procedures, and compliance with state and federal laws and regulations. General supervision is received from the General Counsel & Chief Compliance Officer.

Essential Job Functions

  • Communicates office wide of new regulations and changes in state and federal laws and regulations including but not limited to:

o             Arizona Credit Union Act and related administrative code.

o             NCUA Rules and regulations.

o             CFPB rules and regulations.

o             Dodd-Frank Wall Street Reform and Consumer Protection Act.

o             Bank Secrecy Act and amendments thereto.

o             Gramm-Leach-Bliley Act.

o             Right to Financial Privacy Act.

o             Telephone Consumer Protection Act.

o             Credit Card Accountability, Responsibility and Disclosure Act.

  • Developments of strategies for and drafting of responses to examiner inquiries and findings as needed to assist the General Counsel & Chief Compliance Officer.
  • Monitors and responds to regulator requests for public comments on proposed rules and rule changes as needed to assist the General Counsel & Chief Compliance Officer.
  • Supports and partners with staff of the Compliance & Review Services team and other internal departments to address compliance issues; responds to business issues generated within and throughout the Credit Union.
  • Partners with department managers in drafting credit union policies and procedures.
  • Assists with the occasional management of compliance consultants and vendors.
  • Performs other job-related duties as assigned.

Position Required Qualifications

Minimum Education and Experience

Juris Doctor (JD) degree from an American Bar Association accredited law school.

  • Minimum of two (2) years relevant legal regulatory experience.

Knowledge, Skills, and Abilities

  • Ability to communicate clearly and concisely, both verbal and written.
  • Exceptional analytical ability.
  • Strong attention to detail.
  • May require some travel.

Licenses, Training, and Certifications Required

Must be licensed to practice law in at least one state and an attorney in good standing.

Preferred Qualifications

Experience working at a financial institution (credit union) or governmental agency (federal agency).

  • Frequently required to stand, walk, stoop, kneel or crouch.
  • Frequently required to sit.
  • Regularly required to use hands to finger keys accurately when computer keyboards; reach with hands and arms.
  • Occasionally lift and/or move up to 25 pounds.
  • Specific vision abilities required by this job include close vision, ability to adjust focus.
  • The noise level in the home office work environment is usually moderate; however, this position entails mostly remote work.
