Job Description:

ESSENTIAL JOB FUNCTIONS

  • SYSTEMS/PROJECT PLANNING – Works with executive management & the IT Steering Committee to develop and maintain a strategy for the future direction of information systems. Writes department budgets and administers funds according to budget approval.  Develops plans for implementation of new IT projects; leads project or coordinates process with assigned project leader.  Assures project plans are well defined, including procedures, deadlines, and accountability.
  • SYSTEMS SECURITY – Maintain security of all data proprietary to the credit union and provide for the complete backup of all computer systems in case of system failure or disaster. Assure adequacy of IT security to prevent damage, unauthorized access, or disaster.
  • COMPLIANCE – Maintain awareness of changing trends and regulations, which might affect the Red Canoe and/or department and act on as required. Reviews results of external and regulatory audits with senior management and recommends appropriate changes.
  • DISASTER READINESS – Maintain and enhance the credit union’s Business Continuity Plan. Plan and oversee annual IT Disaster Recovery readiness testing.
  • EXTERNAL RELATIONS – Develop and maintain business-like relationships with external contacts, providers & suppliers, as applicable, including, but not limited to Jack Henry, auditors, regulators etc. Act as liaison between hardware and software suppliers and credit union management for informational updates and problem resolution.
  • STANDARDS/PROCEDURES – Develops configuration and performance standards & procedures for information technology. Implements and monitor controls to ensure they are maintained. Assures timeliness in meeting schedules and deadlines.
  • PROCESS IMPROVEMENT – Analyze information systems to determine adequacy of systems related efficiency, productivity, quality of output and costs. Develop methods to continually improve systems results.

 

OTHER CRITICAL JOB & MANAGEMENT DUTIES

Technical

  • Installation and Maintenance – Responsible for procuring and overseeing the installation and maintenance of all computer hardware and software and all other products and supplies necessary to keep computer systems operable and to fulfill management’s requests for computer support.
  • System Enhancements – Evaluates new equipment, software, and processes continuously, recommend changes as appropriate, and supervise their installation. Assures testing of all system enhancements, updates, and other changes to ensure their accuracy and reliability.
  • Supervision/Coaching – Perform all supervisory functions within Information Systems. Direct the activities of department staff including job assignment, training, performance evaluation, and compensation review. Coach and direct department staff in operational activities to ensure efficient operations and compliance with corporate and departmental goals, objectives, and budget. May perform relief for department staff vacations and absences, as needed.
  • Staff Communications – Conduct department staff meetings, providing guidance and direction in accordance with overall strategy. Promotes quality and progressive work ethic, good morale, and open communication with department staff.
  • Internal Support – Ensure support is provided to Red Canoe internal clients in a professional, courteous, and timely manner.

Supervisory

  • Performance Management/Evaluations – Make daily observations within department, takes note of staff attitude, tardiness, and team effort. Includes careful oversight of employee performance, evaluation, and training needs.
  • Training/Cross-Training – Evaluate departmental needs and responsibilities to ensure adequately trained staff. Make recommendations to senior management as necessary. Effectively communicates to staff policies and procedures whether orally or by written form. Directs or oversees the effective ongoing training of department staff.
  • Staff Relations – Assures an atmosphere of cooperation and teamwork is maintained in the department.
  • Quality – Accountable for the quality of work within the department.
  • Scheduling – Assigns, directs, coordinates and reviews work within department.
  • General Oversight – Ensures that proper maintenance, cleanliness, and security of the work area is maintained.
  • Quantity – Maintains highest level of staff work production possible with the resources available.
  • Workflow Management – Effectively manage workflow daily developing reporting systems for monitoring completion of all duties, assign and develop a follow-up system to verify all work is completed in a timely fashion.
  • Positive/Professional Image – Provide consistent quality service and project a positive and professional image of the credit union to internal and external members/clients.
  • Training/Education – Personal participation in continuing professional training and education as approved by supervisor.
  • Office Hours – Keeps consistent and usual office hours, in keeping with Red Canoe practices. May work additional hours, including Saturdays, holidays, etc. as may be required or needed.
  • Responsible for business continuity planning/response/resumption for immediate department/branch.

Management

  • Keeps Executive Management Informed – Maintain on-going communication with Chief Financial Officer concerning activities of the department, and reports all pertinent problems, irregularities, new developments, changes, and other important information. Issues periodic reports to up-date senior management as needed, in an accurate and timely manner.
  • Records/Reports – Assures departmental reports, records and statistics are consistently and carefully maintained.
  • CU Goals – Helps achieve credit union goals by meeting minimum standards for the department, cross-selling credit union products and services, and knowing credit union policies and procedures or where to find information.

Membership

  • Service – Ensures accessibility of systems to assure the highest quality of member service deliverable. Strive for a goal of 100% up time of all information systems.

Compliance

  • Policy/Procedures – Observes procedures as outlined in the department procedure manuals, employee reference guide and security manual, ensuring all dual control and internal controls are followed within their areas of responsibility. Makes improvements in department’s procedures as needed. Understands policies and procedures, including employee compensation policies and human resource policies outlined in the employee reference guide.
  • Compliance Assurance – Assures employee adherence to internal controls to ensure compliance with credit union goals, objectives, policies, procedures and applicable laws and regulations.
  • Cooperate With Examiners – Work with credit union examiners/auditors preparing/gathering necessary information and providing them with assistance as requested.
  • Security of IT – Is responsible for security of information systems and works cooperatively with Red Canoe security officer to assure adequacy of controls.

Other Duties

  • Carry out other duties as may be assigned or requested by President/CEO.

 

JOB RELATIONSHIPS

  • This position reports directly to the President/CEO. Supervises all Information Technology. (IT/Information Technology) Department employees. Has day-to-day contact with employees, management team members, members, suppliers, etc. May have periodic contact with elected volunteers, e.g., board of directors.

MINIMUM QUALIFICATIONS (Education, Experience, Skills)

  • BS degree in Computer Science or relevant field.  Significant experience leading a complex IT environment may be considered in lieu of a degree.
  • Five (5) years professional experience in Information Technology; and, five (5) managerial experiences, directing employees in an Information Technology environment.
  • In depth and complete knowledge of all aspects of Information Technology.
  • Minimum of five years experience in Local and Wide Area Networks
  • Extensive experience with personal computers and software applications, including Microsoft Office Suite, and other programs in use by the credit union.
  • Excellent verbal and written communication skills.
  • Ability to analyze and solve problems.
  • Ability to prioritize and organize.
