Chief Operations Officer (COO)
Salary Range: $120,000-$140,000 Annually; Final compensation dependent on qualifications and experience.
Position Summary:
The Chief Operations Officer (COO) serves as a key member of the executive leadership team, responsible for driving organizational effectiveness, executing strategic initiatives, developing future leaders, and ensuring operational excellence while supporting the credit union’s mission and long-term success. Reporting directly to the CEO, the COO assists in the the overall management of the credit union and has direct responsibility for the administration and supervision of operations and activities within established policies and guidelines.
Minimum Qualifications:
Bachelor’s degree in Business Administration, Finance, Accounting or related field (or equivalent combination of education and progressively responsible financial institution leadership experience.) Minimum of five (5) years of progressively responsible experience in a financial institution. Demonstrated experience leading multiple operational departments. Strong knowledge of federal financial regulations and risk management. Excellent communication, analytical, and leadership skills. Possess good organizational skills with the ability to prioritize duties and perform them with minimal supervision. Must be skilled in the use of computer technology. Must be able to effectively supervise staff and carry out policies as contained in the bylaws, government regulations and as established by the board of directors.
Preferred Qualifications:
Master’s degree in Business Administration, Finance, Accounting, or related field. Ten (10) or more years of progressively responsible financial institution experience. Five (5) or more years of executive or senior management experience. Graduate level financial institution or executive education such as Credit Union Management School, Pacific Coast Banking School, or similar programs. Relevant professional or industry certifications or designations, such as CUES, CCUE, CUDE certification(s) or comparable credentials. Experience working with credit union board of directors. Experience with strategic planning. Experience helping a financial institution grow or scale its operations, organizational structure, systems, management capacity, and internal controls.
Duties and Responsibilities:
- Assist in directing all credit union operations, which include planning, recommending, and implementing programs and policies, and providing general administrative direction.
- Manage credit union branches and departments including but not limited to the lending, collections, marketing, training, and member services. This may also include accounting, information technology and security, facilities, and human resources.
- Serve as operations and strategic leader, and provide guidance to ensure key initiatives, program regulations, performance outcomes and operations are managed appropriately, in accordance with applicable local, state, and federal laws.
- Collaborates with leadership team to synchronize tasks across the organization and direct prioritization by developing and implementing plans, policies, systems, processes and staff development to accomplish the vision and improve overall operations and effectiveness of the organization.
- Build and develop future leaders for the credit union.

- Champion CFCU’s culture and values.
- Lead organizational change.
- Manage, develop, coach and retain a high performing staff. Evaluate performance of team members for execution of goals as well as compliance with company policies.
- Evaluate all areas of organizational performance by gathering, analyzing, and interpreting data metrics. Recommend improvements where needed.
- Ensure that the CEO is kept fully informed on the conditions and operations of the credit union and of important factors influencing them.
- Develop, implement, and maintain operational procedures to maximize efficiency and quality of work and to provide consistent quality service to members.
- Responsible for controlling facility costs and assisting in contract negotiations and vendor management.
- Provide regular reports, analyses, and recommendations to the CEO and board of directors regarding operational performance, risk management, strategic initiatives, lending (including reports specified in the Credit Risk Management Policy), and other key organizational metrics.
- Provide executive oversight of lending operations, portfolio performance, credit concentration, credit quality, and operational effectiveness while ensuring compliance with board policy and regulatory expectations.
- Serve as a member of the Asset/Liability Committee (ALCO).
- Serve as the designated Compliance Officer or oversee the compliance management program as assigned by the CEO, including participating in ongoing training and maintaining required certifications.
- Attend monthly, annual, and special meetings of the board of directors and serve on management, board, and organizational committees as assigned by the CEO.
- Oversee facilities management and operational readiness.
- Maintain sound relations with staff, management, committee volunteers and board of directors.
- Maintain sound relations with NCUA examiners and all other auditors, providing requested documents in an efficient and timely manner.
- Ensure departments operate in conformity with CFCU bylaws, board policies and regulations of various government agencies.
- Attend seminars, conferences and other training sessions deemed appropriate by CEO.
- Maintain sound community contacts and relationships with groups which are in the best interest of the credit union.
- Participate in development of the strategic plan and ensure execution of board and CEO approved strategic initiatives.
- Develop leadership bench strength and succession plans for key positions.
- Assist in overseeing enterprise risk management activities including operational, compliance, cybersecurity, fraud, vendor, and business continuity risk.
- Lead operational technology initiatives, process automation, digital banking improvements, product and service improvements, and operational efficiency projects.
- Serve as acting CEO in the CEO’s absence as delegated.
- Perform other duties as assigned.

- Be and remain bondable under the Credit Union’s fidelity bond requirements

- Have reliable transportation to allow for weekly travel between credit locations during the workday as well as to attend meetings, events, conferences and other events throughout the year.
