BIOGRAPHY:

Since 1991, Hal Scoggins has been representing credit unions, banks, and other financial service providers on state and federal regulatory compliance matters, contract negotiation, dispute resolution, corporate governance, subsidiary operations, mergers, loan and deposit documentation, real estate, bankruptcy and collection, and other issues related to structuring and delivering financial services to consumers and businesses.

His in-depth industry knowledge and practical legal advice help financial service providers meet the challenges of today’s changing regulatory environment.

Hal has extensive experience in payment systems issues, helping clients navigate Uniform Commercial Code Articles 3, 4, and 4A, the NACHA rules, and various Federal Reserve rules and circulars. He provides consumer and business loan and deposit account documentation and disclosures, and helps clients resolve account disputes and other operational challenges.

He is chair of the American Bar Association’s Business Section’s Credit Union Committee and is active with the ABA Consumer Financial Services Committee, and keeps up to date on potential legislation and regulations affecting financial institutions.
