Idaho Credit Unions Weigh in on Housing Affordability at Interim Legislative Committee Meeting

Last Friday, September 26, the Idaho Land Use and Housing Interim Committee convened in Boise for its third statewide meeting. Formed at the end of the 2025 legislative session, the committee is tasked with digging into the complex challenges around housing development and affordability across the state.

Among the presenters were Idaho’s credit unions, offering a financial lens on the housing conversation. Ed Tierney, Chief Lending Officer at ICCU, shared how credit unions are helping Idahoans navigate the housing market – through affordable lending options, first-time homebuyer programs, and financial education rooted in community needs.

Mr. Tierney also highlighted several headwinds facing both borrowers and lenders, such as regulatory hurdles, a tight housing inventory, and rising construction costs. These challenges, he noted, are making it harder for credit unions to serve their members and for Idaho families to find attainable housing. Among some of the solutions that were pushed were streamlining permitting, incentivizing affordable housing development, and expanding access to financing tools for low and moderate-income households.

The next meeting is expected to focus on zoning and infrastructure, continuing the committee’s effort to find actionable solutions to Idaho’s housing dilemma.
